In Feb 2009, Ofcom published its review of the 087 number range. The new regulations of Ofcom highlight the need for effective customer protection and price transparency. PhonepayPlus placed 0871, 0872 and 0873 numbers under the premium rate numbers category meaning that they must comply with its Code of Practice. However, 0870 numbers are exempted from the purview of this code, as are 0800 numbers, 0844 numbers, 0845 numbers and 03 numbers.

The service providers dealing with premium rate numbers should provide accurate pricing information with no ambiguity, honest advertising and service, as well as appropriate and targeted promotions. All these should be made clear to the customers before they are charged.

PhonepayPlus allowed a six month implementation period wherein all companies had to sign the pricing information Compliance, both in written and verbal format. The requirement is that the pricing information should be legible in all promotions and should be clearly stated right beside the phone numbers. Companies are asked to submit their promotional materials for review under this Code of Practice. According to the regulatory laws of PhonepayPlus, the customer should be played the information regarding pricing before connecting the call. The recorded message should be clear, easily audible and discernible.

The code is applicable to three categories: network operators, service providers and information providers. The network operators and service providers should first register with PhonepayPlus, while the information providers should be clear about the statements in the Code as they are the content writers. All three are equally answerable before PhonepayPlus.

The code is concerned with the regulation of four major aspects as follows:

* Pricing information should be very clearly provided to the customers.

* There should be no unfair delay in informing the particulars to the customers making sure that they know the time it will take before the call is connected. Prior Permission License should be obtained for international lines.

* Customer Care contact number is necessary which will enable the customers to file in their complaints.
