As you have thousands of designers to choose from the problem is, who do you use.
Do you use the agency down the road (as they are local)?
Do you ask a friend?
Do you use the top company on google?

The criteria that most of us would use in choosing a graphic designer would be as follows

Someone that has a knowledge of our industry and market
A good credible designer
Not expensive
If you can tick all these boxes, then you have someone that is perfect.
It is good to compare a few local graphic designers (to get an idea of different designs/approaches/prices) so you can select the best one for the job.
It is always advised to meet with an agency, for one very important reason is no other...How do you know they are not a student that has set up a flashy website and put fabricated testamonials on their site?
In meeting your designer, you can get a feel for their agency, how they work, how much they understand about your company/industry/product and you can see how pationate they are. If not, they could just produce something for you just to get you done, dusted and out the door - on to the next client.
All graphic designers charge different prices; based on how long they have been running, where their studio is, what sort of clients they work with and of course, what they want to charge. A good measure would be to look at the managements cars - expensive cars mean high prices.
By comparing design costs, you can get the right designer that is local and hopefuly get a good price. Cheapest does not mean the best, but you do want to pay a fair price for a fair job.
