DiLOG Financial and Management Accounting
Fund Accounting is at the center of the 4gov applications.This module incorporates the general ledger functions with an additional ledger for departmental usage. This Cost Ledger is also used for program, grant, and project accounting all
processed from the same transaction as the general ledger.In addition to budget and actual dollars, statistical data can be
managed and recorded for performance measures and analysis. A full range of inquiries and reports provides comparison of
actual to budget, encumbrances and budgetary control, and CAFR data.
Accounts Payable and Purchasing
Monitors all purchases from initial request to final payment. Vendor history is maintained, budgets are checked for sufficient
funding, purchase orders are produced, encumbrances are created and liquidated, cash requirements are monitored,
vouchers and checks are printed, and bank reconciliation is handled automatically through the system.
Requisitioning
By providing the departments with the ability to enter their own purchase requisitions and monitor all steps in the approval process, smarter, faster, and better purchasing work flow and controls are automated. Requisitions are routed for approval
based on individual, department, commodity, dollar value, etc., throughout the organization, based on your policies and
procedures.
Budget Preparation
Online development and presentation of budgets originate at the budgeting organization or from central accounting. Personal services, revenue and expenditure budgets are developed from history, interfaces to payroll, or direct entry.Budgets proceed from the initial request through the adopted budget. A simulation module answers what-if questions.
Accounts Receivable and Billing
Complete and accurate record of money owed to a government entity by an individual or company is maintained within categories - such as business licenses, dog licenses, miscellaneous services, or public works repairs. Invoices, late notices, aging reports and customer inquiries are provided.
Cash Receipts
Payments come in from multiple sources. This can be a Public Counter operation, back office mail operation, lock box, 4gov ePay Internet collections, as well as interfaces from other applications for taxes, utilities, parks and recreation, etc.
Fixed Asset Record Management
This module offers complete functions for tracking theacquisition, depreciation, and retirement of capital assets.
Inventory equipment lists, insurance carrier lists, physical inventory count list, Statement of Changes in Fixed Assets,GASB 34 compliance, and full interface to 4gov Financial Accounting and Purchasing is provided.
Inventory Management
Consumable goods inventory is maintained with accurate records of receipts, issues, costs, and physical inventory. All the necessary fund/account transactions are created for interface to 4gov ledgers and Work Orders.

Payroll/Personnel
FProvides all of the required functions of a complex government payroll, with added extra features for position control and labor distribution as well as interfaces to 4gov ledgers. The personnel component complements the employee databases with skills inventory, education, medical, special certification, and job related history. An Employee Time and Labor distribution application for departmental entry of labor and equipment usage and to record employee time for Cost Ledgers and Work Order processing is also included.
Human Resources Management
Adds a flexible repository for an infinite range of data useful to todays human resource professionals, as they manage recruiting, performance, career training, and other unique items. Career events, position or salary changes, training, testing,certifications, security, personnel actions, medical and otheruser-defined information are tracked for the entire employee life cycle.

Utility Billing and Collection
Centralizes all account history, billing, and collection and integrates the accounting functions of a government-operated
utility. The system interfaces with hand-held meter reading systems for billing, Work Orders for repairs, lock box collection,
citizen ePay via the Internet, and outsourced printing of bills.
Mini Systems
Local Ordinances mandate the billing and collection of manyfees. Some fees are charged on a usage/occurrence basis
such as parking ticket violations, alarm billing violations,ambulance billing or insurance billing for damages to cityproperty. Other fees are periodic and based on licensing requirements such as vehicle and animal licensing. When more
detailed rules, regulations, and informational needs are required, special systems are essential. The Mini-Systems include the special systems - Animal Licensing, Parking Tickets/Violation Tracking, Vehicle Stickers, Police and Fire Alarm Billing.
ePay
Anywhere, anytime payment processing empowers citizens and businesses to pay government bills with a debit to a bank
account or with a credit card, over a secure Internet connection. Payment information is automatically processed in the 4gov
applications to ensure accuracy and control.
