Reflecting on assessment for later life care, practice observation suggest that older
people and the family caregivers thought that families are best placed to carry out needs assessment rather than social workers. Family members know the cared for person and their needs better, and would be able to draw up a flexible care plan that would accommodate a holistic need for their older relatives during the period of care giving (Finch 1998; Wilkinson 2000).
