The aim to build a state for the people remains unchanged, runs the address of the participants of the Forth All-Belarus People's Congress.
"The Forth All-Belarus People's Congress has become a momentous event for our country. The time proved the importance of this truly democratic forum. It is the actual mechanism of direct participation of Belarusian people in the governing of the state," the address runs. "Today, at the turn of the next five-year period, we, the delegates of the Forth All-Belarus People's Congress, have adopted basic guidelines of the new Program of Social and Economic Development in 2011-2015. And it is vitally important that this document was based on the declaration of will of our people. We have endorsed the strategy and defined major goals of state construction for near future. According to this strategy, the country should first of all take care of its citizens."
However, the aim to build a state for the people remains unchanged. Such policy, along with consistent work to ensure the rights and liberties of our citizens and buttress cooperation between the government and other public institutions, contributes towards preserving national and inter-confessional harmony in the country. The participants of the Congress also believe that it guarantees piece and stability in the country.
Under President Alexander Lukashenko the Belarusian model of development was introduced, which has proved efficient even in the face of the global financial crisis. During the previous five years, hundreds of new plants were built and revamped, comprehensive social programs implemented, salaries, pensions and allowances increased considerably," the address reads.
According to UN reports, Belarus' social and political framework has earned the country a place among the nations with the highest HDI. Today Belarus is 61st on that list, ahead of all other CIS countries.
The State Rural Revival Program is being successfully implemented in the country. Belarus is one of the leading food suppliers in Eastern Europe.
A steady economic growth underpins the nation's security and defense capacity.
"A logical continuation of the Belarusian social and economic policy in the next five years will be further economic liberalization and structural transformation of the national economy, debureaucratization of the state machinery, creation of an attractive investment climate and encouragement of private business, creation of modern production facilities, rise in the export of goods and services," the address runs.
The participants of the Forth All-Belarus People's Congress are convinced that this development framework is the only way to improve welfare of the people and bring about positive demographic changes, ensure decent education for future generations, improve the quality of life of the Belarusian people, bringing closer to European standards. "The main asset of our country is our people. An individual, his welfare, optimism and confidence in his future are the priorities of state policy. We fully support defined by the President priorities in the demographic sphere, which are aimed at the increase of life expectancy, birth rate and population size," the document stresses.
"Belarusian people understand that our country cannot fully implement comprehensive projects of social and economic development without mutual partnership with Russia and other CIS countries, China, Venezuela, the European Union, and the United States. We acknowledge flexible state policy and hope to cooperate as equal partners and good neighbors with all the countries of the world regardless their political system and state structure. Belarus will develop further the principle of open society, taking into consideration national interests, stand up for mutual trust and support in relations with other countries."
The participants of the Forth All-Belarus People's Congress encourage foreign partners to develop cooperation with Belarus in all areas of common interest.
