Central a/c is important if you are going to cool the entire house on a regular basis, but it is expensive to install. Closing off some of the vents can allow you to avoid wasting energy on rooms that are not being used.

Window and portable models are more appropriate if you run your system only a few weeks out of the year, or only in one or two rooms. The purchase price of these units is significantly less than that of central systems, though they are a little more expensive to operate. They are also a good option if you don't have forced air heating.
