One can be affected by laser beam while driving car at high speed of 60miles an hour being loaded with 2 tons of solid steel. The vision can be severely affected due to such awkward condition. The legal prohibition is strong. Charges can be framed against the person who is caught red handed hitting the aircraft with laser beam. It is illegal and the accused must be brought to book for the commitment of the felonies. So one should be careful while throwing the light, even the less powered blue laser is detrimental to the vision. And proper precautionary measures must be needed to steer clear of the danger and risk factors.
