Modern Bucharest is faced with many challenges. The primary challenge of land locked countries such as Romania is its network of transportation for the movement of goods and people. Public-transport operators, working under severe budgetary constraints, are seeking ways to remain competitive in the face of rising domestic motor vehicle use.

As eastern European countries such as Romania continue their transition to market economies, cities in the region are struggling to cope with growing car ownership and use; increased traffic, limited parking and air pollution. Road transport makes the greatest contribution to the generation of wealth and its better social distribution, especially in emerging markets and transition economies such as Bucharest, however, this vital role is all too often ignored.

The increasing demand for the mobility of people and goods requires efficient and modern logistics which integrate the different transport modalities. For instance, the simple desire for tourists to move from one Bucharest hotel to another, using public transport systems illustrates this issue. Bucharest hotels are of course spread all over the metropolitan core with most being accessed by tramway for only part of the journey. One could take a taxi but what is the adventure in that?

Despite the navigational and car density challenges, public transport systems in cities like Bucharest benefit from several important features that form the basis for sustainable urban transport development in the region. A strong tradition of public transport use left over from the communist regime, extensive public transport networks, and land-use patterns that are conducive to public transport have played a significant role, but current financing for improvements is proving to be inadequate.

In order to move forward in the new free market economy private enterprise and the public sector have numerous challenges to overcome. For starters artificial barriers to trade and tourism must be removed in order to facilitate national traffic flow by increasing transportation capacities, reducing burdensome paperwork and taxation for goods and vehicles.

Ensuring the mobility of people and goods should remain a priority for governments in accordance with numerous multilateral and bilateral agreements on free trade and international road transport. Bucharest will pump as the heart of Romania when her arteries are cleared and her vital systems can once again flow smoothly and efficiently.
