CSA 2010 Threatens Truck Driver Numbers

Comprehensive Safety Analysis 2010 (CSA 2010) is a Federal Motor Carrier Safety Administration (FMCSA) initiative intended to improve trucking transport and bus safety, ultimately reducing commercial motor vehicle related crashes, injuries and fatalities. The CSA 2010 is rolling out a plan to address safety problems and outline a safety compliance model for carriers to follow by the end of 2010. The plan will be enforced by the FMCSA and its State Partners.

Christopher Lofgren, President/CEO of Schneider National warns that, "Ten percent of the (available truckload) capacity could come out" as the Department of Transportation's (DOT) CSA 2010 initiative goes into effect. This is expected to increase the truck capacity issues that are already expected to escalate towards the end of 2011.

Trucking capacity issues and a lower number of available drivers is expected to increase trucking rates and push more loads into other modes of transport, such as railway. Lofgren says that the CSA 2010 initiative will no doubt weed out drivers who have "moved from company to company with records that are less than stellar". The effects that will be felt by partner modes of transport are dependant on how quickly the CSA 2010 initiative takes a toll.

Despite the inevitable loss of drivers, the trucking industry expects to see a reduction in capacity by the end of 2011. Based on conservative predictions, the shipping industry as a whole expects to face capacity issues, once again, by 2012. Depending on the pace of the CSA 2010 enforcement, the trucking and rail industries could see capacity issues a lot sooner.

Michael White, Maersk Line's President for North America said that ocean freight has already begun strict management of their capacity and the trucking sector has followed suit. "There's a potential for increased pressure in the second half of next year." White said, referring to the speed of enforcement of the CSA 2010 initiative.

The CSA initiative will establish a nationwide system of safer transport that promises to increase efficiency, flexibility, improve safety performance, update technologies that track safety and performance data, and encourage fair and unbiased treatment of members of the trucking community.

Trucking, along with rail, ocean shipping, and possibly even air transport industries and their employees, should benefit from the structure and safety enforcement in the long run. As freight carriers tighten their own practices to better manage their teams and their fleets, they hope to see some more stability in pricing and profits.
