I receive this question quite a bit. One of the main motivations that people have when they buy a clone is saving money. So many will buy a replica with WiFi so that they don't have to buy data or have a data plan to get online. Keep in mind though that not all hot spots are free. Most that are will very proudly announce this, since it's usually a big draw to their business. And if you're mostly using the phone at home or in your office, you likely won't have any trouble in those places. But, if you stray from the places that you're most familiar with and have to go on the road, then there might be times where you might want to have a back up so that you don't get in a situation where you need to get online and you need data to do this but don't have it.

Depending on your carrier, some will revert back to data when WiFi isn't available. So if you're going to be a heavy hotspot user, you might want to see if your carrier will "fall back" on data in this instance. I've heard of customers thinking that they were using a hotspot and then getting their bill and having a big surprise. You can avoid this by confirming that you're indeed connected when you think that you are.

You can also have data on only one sim and use that sim only when you don't have hot spots available. That way, it's not possible for you to be charged. When you're unable to access the net through a hot spot, you'll then switch sims and use your data. This doesn't have to be expensive. Many carriers will allow you to pay per KB. Although this can be expensive per use, it can also be the cheapest way to know that you have that back up if you are not going to be a heavy user.

Or, you can get a relatively inexpensive bundle for such occasions without a commitment. For example, AT&T's GoPhone has a bundle that allows you to have 1GB of data for $4.99. There are some lesser known companies that can be even cheaper than this without short term expire dates.

So the short answer to this question is that yes, if you're someone who has constant and reliable access to hot spots, then you absolutely can surf the web and get on the internet via WiFi without paying for a data plan. But if you want a back up, that doesn't need to be expensive either.
