Each of the donation was made out of love and kindness or charity, but there are still no details about the fund today in official channel. The fund was kept by Shanghai Civil Affairs Bureau, Jinan District Civil Affairs Bureau and Jinan District Red Cross, however, none of them has revealed the direction of the fund officially. Similar problems in charity happened frequently in China in recent years. The famous ones are a series of events connected with China Red Cross conference. The loss of large amount of donation fund, as well as the superiority and extreme wealth of administrators and their families has left us a question of whom we donate for. Did all of our help or love can be committed to the right ones?

After the Jinan District fire accident, people all over China appealed for detailed information for the origin, target and amount of the donation and asked the government to commit the rest of the fund soon. The clear direction of the donation is necessary for the kindness of the ordinary people should be encourages. As long as they can be sure that the money they donated has already been used to help those in need, they will offer their hands another time when someone needs help. On the contrary, if the fund has not been used to help those sufferers, but to spoil the greedy officials, they will have a sense of being cheated and would not give a hand if another accident happens and this may be disastrous to the development of charity and finally will ruin the positive social atmosphere. Such being the case, the legal distribution of the charity fund is not merely a matter of legal issue but also a matter of moral issue and the negative effects on the mortality construction in the society is more profound than we can imagine.
