Prior to his being the president of Oracle, he was associated with the Morgan Stanley Group where he acted as the senior financial analyst for the IT industry.

Charles Phillips joined Oracle in 2003, he was merely hired by the CEO of the Company, Larry Ellison, as someone who was to server in the office of the CEO. His first assignment under the company was to be the Executive Vice President of the Strategy, Partnerships and as well as the Business Development divisions of the business. However, in just one year after his initial assignment to the company, he was promoted as co-president for the sales and marketing division of the company. This immediate transfer to the highest executive level established him to be a major force to be reckoned with for the business.
The seven-year tenure that Charles Phillips had for the business is considered as one that was generally filled with a lot of movements for the products and major company acquisitions. In fact, the business was able to make the biggest purchase in just two weeks after Phillips joined in the business. The PeopleSoft buyout in 2003 was considered as one of the most surprising acts the industry had. In fact, it was assessed as one of the most hostile takeovers of an IT company. However, for Phillips, it was his way of saving the business from potential disaster.
Charles Phillips is also known to have helped acquire other companies such as Siebel in 2006, Hyperion in 2007, BEA in 2008, and Sun Microsystems in 2009. Each of these takeovers was considered as major acquisitions that made the business stand out from others in the IT industry. Phillips was renowned for his aggressive moves in the market. However, the main purpose of his moves is considered to benefit all the markets and the companies. This established Phillips to be a major force and leader in the business. While PeopleSoft was the first, it was certainly not the last in the market.
