China's Development And Asia's Rejuvenation

A Speech by Premier Wen at ASEAN Business & Investment Summit: China's Development

and Asia's Rejuvenation Since the policy of reform and opening-up was adopted in the late 1970s, China has registered a 9. 4 percent average annual GDP growth rate. Its share in the world economy has increased from less than 1 percent to 4 percent. The number of its rural poor has been reduced from more than 200 million to 30 million. Great changes have taken place in China's landscape. The fundamental reasons behind this are as follows: the Chinese people have chosen a road to development suited to China's national conditions, they have consistently concentrated on economic development, and they have unswervingly adhered to reform and opening-up.

When we entered the 21st century, we comprehensively and systematically summed up our experience of success in reform and opening-up and modernization drive, and identified the strategic goal of building a well-to-do society in an all-round manner as a new stage of development in the new century. Now people from all walks of life in China are concentrating wholeheartedly on development and working vigorously to facilitate a coordinated development of the material, political and spiritual civilizations. ... In a longer perspective, China's economic and social development will go hand in hand in an all-round, coordinated and sustainable fashion. By the year 2020, China's GDP, calculated on the current foreign exchange rate, will be over US$4 trillion. This will lay a more solid foundation for us to realize the third strategic objective, namely, enabling China to reach the level of a moderately developed country by the middle of this century.

This being said, China is still facing many difficulties and problems in its development, such as imbalances between economic and social aspects of development, between rural and urban areas, and between the Midwest and eastern regions. Economic development does not advance in parallel with population growth, resources exploitation and environmental protection. Peasants' income grows too slowly and employment remains a serious problem. We are very attentive to these problems and are taking measures to address them. China still needs to make prolonged and arduous efforts before it basically modernizes itself.

Speech by Premier Wen at the World Food Summit Five Years On Thanks to the hard efforts made over half a century, particularly in the past twenty years or more after the adoption of the policy of reform and opening-up, China has substantially enhanced its capacity of food production, and accomplished the historic transformation in food and other agricultural produce supply, from chronic shortage to a general balance and with surplus in years of good harvest. Thus China has, on its own strength, created a miracle of providing its 1. 3 billion people with adequate food and clothing. Over the past 20 years, we have resolved the problem of food for more than 200 million rural people living in poverty. As things stand now, China has reached the world average level in per capita food availability, and per capita daily calorie and protein intake. With less than 10 percent of world's arable land, China has fed 22 percent of the world's population, safeguarding the most basic human right of the entire Chinese people the right to subsistence. This represents an enormous contribution to world peace and development.
