Dont hire a venue as comfortable as the local pub or go too up scale either, as you want the venue to be special but not overwhelming, which may make some members of staff uncomfortable. Furthermore, make sure the venue has plenty of space for people to move about as most people dislike being too squashed together with others.

Food is also key to helping people socialise. Use food and the dining arrangements to get people deliberately talking to one another. Having a table setting that mixes up the departments may help others from different departments build relationships they normally dont get to in working hours. Of course, it may be best to keep close members of staff together in order to sustain current relationships. Remember not everyone is outgoing and chatty, so keeping together the people who know one another already may beat away any feelings of isolation a much shier person has.

Entertainment will not only entertain your staff and keep them occupied; it will avoid any awkward silences and alleviates some of the pressure to talk. Entertainment is far by the easiest way of making sure your staff are relaxed and are enjoying the event.
