Commercial Services - Display Energy Certificates And Advisory Reports
Display Energy Certificates (DECs) are certificates which give a building an energy
rating based on the actual energy consumption of the particular building. All buildings which have over 1000 m of useful floor space which are occupied or partially occupied by an institution (schools, universities, hospitals, colleges etc), by a public authority or which are regularly by members of the public require a DEC. When a DEC has been produced it then needs to be displayed in a highly prominent position so that any visitors to the building can see its energy efficiency.
Display Energy Certificates must be produced by an Accredited Commercial or Non-Domestic Energy Assessor who will assess the building and then create the DEC. Any building which has an A rating is highly energy-efficient and will need no alterations in order to improve its energy-efficient. The building which is G rated however is the least energy-efficient, and will need alterations in order to improve its energy efficiency. Details of these potential improvements for lower rated buildings can be found on the accompanying Advisory Report which is also created at the same time as the Display Energy Certificate. Once a Display Energy Certificate has been created it is then valid for 12 months, after which a new certificates will have to be created. The accompanying Advisory Reports however are valid for seven years, so these will not be required each time a DEC is created for a building.
There are many benefits that come about from having a Display Energy Certificate created, such as:
Visitors unable to see the energy efficiency of the building.
If the building is classed as energy inefficient after the DEC is created the owner of the building is able to follow the recommendations on the Advisory Report and increase the energy efficiency.
Following any of the recommendations on the Advisory Report will not only help to make a building more energy-efficient it will also help to save money on fuel bills. This could result in substantial savings if a building is particularly large.
As Display Energy Certificates are now compulsory by law there are penalties for non-compliance. For instance there is a fix 500 penalty for a building owner who fails to display the Display Energy Certificate in a highly visible and prominent place so that any visitors to the building can clearly see it. In addition to this there is also a 1000 penalty for any buildings that do not have a valid Advisory Report.
Display Energy Certificates and Advisory Reports may at first on the surface appear to be two examples of pointless paperwork, but in fact they are an incredibly important step towards creating a more energy-efficient country.
