Couriers want to know that they have a way of enforcing the fees that they charge in this situation. People without accounts will have to pay for shipping before the item is actually sent out. Couriers don't like to allow them access to situations where further charges might be added on after that initial payment, but are willing to let account holders use those types of services.

The reason the courier companies charge a fee for a refused COD shipment is because they essentially have to do their job twice. When you pay a courier company, you are paying them to take a package from your location to your customer. If your customer refuses that shipment, the courier company has to bring the package back to you, basically making the exact same delivery twice. That is why they will charge a fee for a refusal.

The good news is that very few COD shipments actually get refused. Some companies spend a great deal of time worrying about shipment refusals, but as long as you follow a few simple rules you will find that there are far more accepted shipments than there are refused ones. Just make sure that you only ship your customers the exact product in the size, color, or configuration that they ordered, and that it is packaged securely as to arrive undamaged. This will result in almost all COD shipments being accepted.
