An euphoria of the sorts was evident in all quarters of the country as the gandhian social activist Anna Hazare announced to go on indefinite fast to seek fresh drafting of Jan Lok Pal Bill by the government. The nation has witnessed support pouring from all corners to Anna's call as was witnessed pouring to Mahatma Gandhi during Independence struggle against the British. Gandhi, a frail man, was an icon of the independence struggle. The British were aware of his stature and had to listen to him. Gandhi adopted Ahinsa to fight the British Empire. Satyagraha for the cause of independence worked well and eventually we were free from the British Clutches
On attaining independence from the British rules, the nation was commenced its journey on where there would be no starvation or hunger', a green revolution and setting up of an industrial base of the country. When "bhrashachaar' crept into the system and its manifold magnitude could not well be gauged in the country. The nation had accepted the gift system' of the British times. Gifts were exchanged on occasions or when someone got his work done. None had comprehended that this system shall evolve in a manner that gives way to corruption. Receiving such gratification by seniors in the ladder seems had been accepted in course of time.
Today this factor is confronting us in gigantic way. All of us are affected by this menace. The unfolding of the various scams in the country had stunned the soul of the nation. Statistics at which number our country is placed appeared in the media further demoralizing the national spirit. A breather in the form of Anna Hazare's move to undertake fast unto death for reframing the Jan Lok Pal Bill and in the backdrop of government's dilly dally reaction made people to troop with Anna. The youth particularly responded overwhelmingly giving momentum to the move.
Anna Hazare is old gandhian and is held in high esteem by the countrymen. We have vivid memories of Jay Prakash mass movement getting tremendous response then from the youth to add momentum to his satyagrah. Youth decidedly yearns for an India that promises them roti, kapada and makaan by honest means, He neither gets it nor can work for it as it does not have any mechanism provided. Therefore, youth tries to adjust and invariably tastes and gets laced into corrupt practices. Corruption is so firmly entrenched in the mind set of all that it is difficult to distinguish corruption from the normal work. With this mindset, people got into a slumber that has finally been broken by Anna's Call.
The response Anna's call got from all across the nation seems to have bewildered the UPA government. Prime Minister Man Mohan Singh has a impeccable clean record. None questions his integrity. Despite this, he has accepted that some allegedly wrong doings happen due to coalition compulsions. This was clearly evident in A. Raja's Case. There were other instances that cast a shadow on the government's ability to run the government tin corruption free manner. . Most view it as a serious lapse. The Jan Lok Pal legislation as conceived in Anna's vision addresses to a situation of this kind. The governments acceding to a joint committee for drafting the Jan Lok Pal Bill and notifying it at the shortest interval has surprised many.
Prime Minister Man Mohan Singh views that the fact that the civil society and the government have joined hands to evolve a consensus on such historic legislation augurs well for democracy. On this Said Singh "I am happy that the government and representatives of the civil society have reached an agreement in our mutual resolve to combat corruption." The whole bunches of politicians irrespective of affiliations to their ideology have promised to support the bill, which has yet to be penned. Such a reaction from them is viewed as their attempt to get on the front seats.
The joint drafting Committee comprises of Senior Cabinet Ministers in the government and activists Shanti Bhushan (Co Chairman) Anna Hazare, Santosh Hegde, Prashant Bhushan and Arvind Kejriwal has been formed. The government team is constitutionally empowered team. They are elected representatives of the public, and have reached parliament on winning an election. What constitutional status the activist do teams carry? They are neither elected representatives of people nor have any sanction of the parliament to present a draft bill for legislation. At best, their suggestions (recommendations) shall be conforming to unofficial status. Legal fraternity shall hold parleys on this point.
What common man perceives today is that the nation is highly afflicted in corruption and he wants to get rid of the rampant practice that denies him justice, opportunity and security. The present politics revolves around money power and muscle power resulting in creation of all kinds of mafia that protects the misdeeds of politicians. Bureaucracy also is alleged to have got laced into playing corrupt practice. Enquiries are held and then consigned to oblivion. Nothing seems to happen to the accused. Corrupt politicians remain seated on seats of power and unless they are upheld guilty by competent courts, they remain scot free. With passage time, such enquiries die their natural death, as the accused wins the next election.
Post formation the draft committee by the government, the statements of prominent leaders expressing reservation on the implementation of the Jan Lok Pal Bill. Such statements are really annoying. Why not wait till preliminaries are laid. Anna's vision on the enactment of the Jan Lok Pal bill is absolutely clear to him. Legal luminaries of impeccable integrity constitute the activists side. The Public is now awakened and is eager to see the bill getting endorsed in the Parliament.
Thank God our Judiciary is by and large free of corruption allegations. Yet examples of some indulging in corruption from the judiciary are not hard to find. Politicians are perceived to be indulging in corruption, Police is corrupt; we are far behind in the ladder of integrity and transparency, ;it is hard to from where we shall find honest persons to dispense justice in terms of the legislation to be enacted under the redrafted Jan Lok Pal Bill. The Bill must cover broad spectrum of corruption. I am one of those millions humbly supporting Anna Hazare's call, but let the common know how this will be made possible. Just creating euphoria over the issue as it has been plaguing us for long would not help us. We have to be alert to the sequence of event that shall unfold in future.
This is a golden opportunity provided when corruption is targeted nationwide and enactment of the bill is eagerly being awaited. Hope Government sticks to Anna's deadline of 15th August.
