Crucial Meet On Wednesday To Renovate Iim System
IIM directors and HRD minister Kapil Sibal will discuss on Wednesday how to implement
three reports to overhaul the IIM system as far as their structure of governance, faculty and financing are concerned.
Sibal had set up three committees in April. Maruti chairperson R C Bhargava heads the committee on governance structure of IIM; Ajit Balakrishnan, chairperson,
IIM-Kolkata, on faculty and research and industrialist Hari Bhartia is looking at financial aspects.
Bhargava-headed panel has recommended the reconstitution of IIM boards and reduction in the number of board members. "The ownership of IIMs is not clear. The Society of each IIM and Board should be the real owner," a member of the Bhargava committee said.
Balakrishnan-headed committee has suggested that in order to increase the number of
Phd in the IIM system, the ministry should fund Rs 30 lakh per doctoral candidate for four years. The panel believes that such an initiative will help step up output of Ph.Ds in IIMs to 150 per year from the present 50 annually. IIMs have also been told to increase their internal funding of research projects, and make them less dependent on external sponsorships. External sponsorship, it said, often resulted in hagiography as sponsors reserve the right to edit the final product. The committee has also suggested that the ministry should fund a "quarterly practitioner-oriented journal on the lines of the Harvard Business Review which should be titled IIM Business Review". The journal should publish research from across the IIM system, using professional editors. Also, an annual IIM World Research Conference should be held, it said.
As for the system of performance appraisal and compensation to faculty, the committee recommended that each teacher must teach a minimum of 120 sessions across academic programmes. It is much less than the demand made on faculty in management schools all over the world. The move calls for 150-160 hours of classroom teaching. Recognising that once a faculty member becomes an IIM director, the person has to forego all consulting and training income, the committee recommended that directors be paid an additional amount of Rs 10-12 lakh per year as an incentive.
To cope with faculty shortage, the committee said IIMs should hire 'practice-oriented' faculty: practising managers with 10 years of work experience and a good
MBA degree. Ph.D as a qualification should not be insisted, it said. Research scholars from abroad should be invited on three-year contracts to take up residence with a light teaching load to guide research scholars. It has cited the example of how Princeton's Institute of Advanced Study gained prominence when Einstein came as a research scholar.
