Cryogenic Liquid Cylinder Regulations

and welding industry with the most relevant, up-to-date information on the regulations that are impacting the industry, the Third Quarter issue of Welding & Gases Today features an article called "Cryogenic Liquid Cylinders." The article is written by Tim Neeser, director of marketing and new product development for Chart Inc.'s Distribution and Storage Group, headquartered in Garfield Heights, Ohio. The article focuses on why fill plant personnel must understand the basic operations and DOT regulatory requirements when distributing liquid cylinder containers.

According to Neeser, the distribution of cryogenic liquid cylinders over the past few decades has not changed much since their design was upgraded for durability and efficient filling practices were adopted back in the 1980s. However, operators must not lose sight of the regulations for the safe distribution of this convenient packaged gas product. They must understand the operation, stamping and filling requirements, as there are likely various models and manufacturers of these cylinders in their fleets.

The article, which is broken up into two sections: safety devices and filling regulations, focuses primarily on the regulations governed by the Department of Transportation (DOT) under the Code of Federal Regulations (CFR49) section 178.57, where the DOT - 4L code for transportable liquid cylinders is found. This code is relatively short and efficient, with clear requirements for manufacturing, repairing and servicing cryogenic liquid cylinders for over-the-road distribution.
