Land Transport Rule: Dangerous Goods 2005 gives the rules for transporting dangerous goods safely
. This rule came into effect from 27 June 2005.
Application of this rule depends on
the type of dangerous goods need to be transported
the quantity of dangerous goods
Whether the transportation of dangerous goods is in a transport service or for your own domestic or for recreational purpose
Dangerous Goods
If the transportation is through land, substances that have explosive, flammable, toxic, infectious or corrosive properties and containers that have seized dangerous goods are classified as dangerous goods. Some common examples for dangerous goods are fireworks, compressed air cylinders, swimming pool chemicals, petrol, LPG and solvent-based paints.
The package containing dangerous goods are marked by some symbols. These symbols are identified as dangerous by any person whether educated or uneducated. This helps to warn everyone who ships the goods, or who finds it in an emergency situation.
The dangerous goods transportation is identified with a United Nations number, a "proper shipping name" and a diamond-shaped class warning label. Dangerous goods that are packaged for retail sale may not have the diamond label on the package, but are marked with warning information to identify the hazards of the goods they present.
Transportation of dangerous goods
Rules for Dangerous Goods transport show details of how one can transport it safely and securely, depending on the nature and quantity of the dangerous goods.
Responsibilities
A person who is responsible for transporting dangerous goods must follow Dangerous Goods rule. Each person has different responsibilities based on their functions. There are different responsibilities for consignors like manufacturers, importers or distributors, operators of road, rail vehicles, loaders, drivers and employers.
If the dangerous goods are transported for agricultural use or for a commercial purpose, but not for hire or direct reward and the quantity of the goods are within the limits in schedule 1 of the Dangerous Goods Rule, then the responsibilities are:
making sure that the goods are marked and packaged properly
isolating incompatible dangerous goods
locking safely the load on your vehicle
having emergency response information
Ensuring safe handling and emergency procedures.
If the dangerous goods are transported for domestic or recreational use, but not for hire or direct reward, and the quantity is within the limits in schedule 1 of the Dangerous Goods Rule, then the responsibilities are:
making sure that the goods are marked and packaged properly
isolating incompatible dangerous goods
locking safely the load on your vehicle
The transport service operator has specific responsibilities when transporting dangerous goods in small quantities. Dangerous Goods that are in Limited Quantities and are packaged in a small primary container with strong outer packaging are dangerous goods of low or medium danger. They can be transported with limited controls, if the goods are not more than one tone. The requirements for this type of transport are represented in section 2 of the Rule.
Dangerous goods in limited quantities or consumer commodities can be transported without a dangerous goods declaration, placards on the vehicle or drivers having a dangerous goods endorsement on their driver license, as long as the total quantity does not exceed 50 kg.
Few explosives can also be transported under the small packages provisions.
Large quantity dangerous goods
if the dangerous goods are transported as tools-of-trade, for agricultural use or for a commercial purpose and its quantities are more than the limits in schedule 1; we must follow all the requirements of the Dangerous Goods. These include requirements for packaging, documentation, segregation, identification, and placarding and driver license endorsement.
