After October 2010 the Care Quality Commission (CQC), which replaced the Healthcare Commission (HCC) in April 2009, no longer have the responsibility of monitoring devices used in any non-surgical treatments carried out in beauty salons, non NHS Private Clinics and cosmetic clinics. This was due to the repeal of the Care Standards Act 2000 and its replacement by The Health and Social Care Act 2008.
Authority for monitoring laser hair removal and non surgical laser application switched from the CQC to local authorities who issue Special Treatment Licences. At this present time the quality of checking varies considerably from council to council, WhichLaserClinic.com are carrying out a check of how councils are responding to this challenge but at present (November 2010) only clinics who have previously been registered with the CQC are being listed within the WhichLaserClinic.com directory. We will provide an update by the end of the year with the new checks which are being carried out and there effectiveness in routing out malpractice.
Before October 2010 every laser and IPL clinic would be registered with the CQC (Care Quality Commission). Each provider would be inspected against the National Minimum Standards to provide an assurance of quality. If providers failed in any area they would risk being deregistered.

Even the Department of Health admitted that thousands of people undergoing laser treatment could be left with scars and burns as a result of an end to inspections of clinics.
The Government has stated that up to 3400 more people could be harmed each year as a result of deregulation. The British Association of Aesthetic Plastic Surgeons, said while lasers and IPL could be safe if administered in an "appropriate environment" and by a "properly trained clinician", the public should be aware that these procedures posed risks ranging from irritated skin to burns.
