When you're looking to find what separates regular bras from push up bras for small breasts the most important thing you'll find is that a push up bra is essentially designed to squeeze, push and manipulate breasts to create cleave or the appearance of a larger bust line. However, that doesn't mean that it's easy to tell the difference between the two. Often, they may look the same yet function completely differently.

In doing this they create the effect that cleavage is much larger than if one were merely wearing a regular bra for it's support benefits. Of course, this description makes it sound like they may be uncomfortable to wear but really, if you purchase a good quality push up bra for small breasts that is designed to fit your measurement there should be little to no discomfort at all. This is especially so after you get used to wearing the bra.
The same effect happens with the padded push bra. Not all are the same, however, the desired effect is the same amongst the quality bras. The padding in the bra pushes the breasts up higher and tighter together creating the look of a more ample bust. In some bras this padding also gives the overall appearance that the breasts are much larger as they not only enhance the cleavage of the breasts but also help to form how they look in the front as well.
Additionally, the cups on a push up bra are also different than on a regular bra. Again, the idea is to push the breasts together, to push them up or to do both so that one gives the appearance of larger breasts or to create the cleavage to fill out a dress or outfit.
All in all, it sometimes can be difficult to discern between a regular bra and a push up bra for small breasts. However, typically the label or the packaging will let one know both in words and usually with a picture if the bra is designed to be a push up bra or a bra that's meant merely to support.
