COD stands for collect on delivery. This means that when the item is shipped to you, you will not have paid for it before it is sent out. Instead, you will be expected to pay the company for the goods after you have received them.

When you receive a COD shipment and decide to refuse it, you always want to make sure that you're doing so for a good reason. For instance, just changing your mind because you decided that you didn't want the item anymore, or bought it somewhere else, is not really why this law was designed. Instead, it was created as a consumer protection, so that if you were shipped something that was defective, or which had been advertised falsely, that you would not have to pay for it.

When you refuse COD shipments though, you may not be off the hook entirely in terms of the cost of the shipment. Although it is rare, there are situations where you may still always be responsible for the cost of the shipping. You have seen this on many of the infomercials on TV, where you are promised that you can return the goods if you are not satisfied with them, minus shipping and handling. You will have to pay for the cost of shipping both to your location and back to the company if this applies when you refuse a COD shipment.

Remember that nothing says that a company has to offer you COD shipping. This is something that companies choose to extend as a service to their customer. If you decide that you're going to refuse a COD shipment without having justification for doing so, you will likely find that service withdrawn.
