The U.S. Department of Transportation finally imposed new regulations regarding tarmac delays after 613 planes were delayed more than 3 hours from January to June 2009. As of April 20, 2010 domestic flights will have to provide tarmac-stranded passengers with food and water within 2 hours, as well as working lavatories and medical attention when necessary. After 3 hours passengers must be allowed to disembark except when there are safety or security issues or air traffic control says returning to the terminal would disrupt airport operations. Hopefully, those exceptions won't become loopholes big enough for planes to get through.
