Let's talk about the responsibilities before answering the question. The project managers are responsible for any risk that affects the successful deliver of their projects. Likewise, the program managers are responsible for any risk that affects the success of their programs. Now, let's examine the scope and interdependencies. The scope of the program is much higher than the scope of the project. Also, at a program level we can see lot of interdependencies in terms or resources, budget, governing structure, issue management and change management. Now let's go back to our question. Does managing Risk require a different approach in projects and programs? I would say "No". The process to manage risk in both programs and projects can be the same however the actions to address those risks are depends on the nature of the risk.
