In fact my friend from Dubai was appointing me on a trip to Dubai back in 2001 that was arranged by a tourist agency. I opted out of it at the time and instead, we ended up in Cancun, Mexico. There are many companies which sell prepackaged Dubai city tours (many include airfare and accommodation).

As the city has transformed into an entertainment hub, companies are taking advantage of the Dubai tourism industry and are offering a array of packages and deals on tours to Dubai.
