1. Always check if the decorative tapes have a kind of shiny surface. If they do, then they are most probably made of rayon or acetate. Do not get the fabric tape wet as water will surely leave a stain on it, only worsening its appearance.

2. Do a test on a hidden part of the cloth tape like the part on the bottom rail of the blinds.

3. When all is well, proceed with spot-cleaning your blinds. Remember though that only blinds that are made of 100% polyester can be spot-cleaned. Use non-woven fabric cleaning wipes like those made of viscose, polyester or lyocell (or a combination) as they are soft touching and absorbent.

4. If you think the dust build-up is not that thick, or may seem easy to remove, then try using a vacuum cleaner with a brush attachment. Or simply, use a thin brush to whisk the dust off your tapes.

5. If you find stubborn dust or stains on the blinds, dampen your fabric wipes with a little water and use a gentle fabric soap. Blot the fabric gently and allow it to air-dry. You can also use small fabric stain removers like a Tide Stain Brush (if it can fit through the slats), or Tide To Go which is the size of a sharpie. They can remove stains without water.
