It is coming across as face value, and talks about the need to be strong, as far as emotions go. It talks of letting your mind rule your heart, rather than your heart ruling your mind. Emotions have the tendency to take over your mind, and a single thought, like a raindrop can turn very quickly into a waterfall. The card talks of stopping this at the root. The card is also saying that a level head and action is needed, perhaps through and email, text or even a phone conversation.

I'm also picking up that you shouldn't get ahead of yourself, since things might be ruined. The card talks of one step at a time, in the sense that you make a small move, and then he returns your move. Things should be equal, and not unbalanced.
