Enable Some Required Services
There are three services: 1) Telephony 2) Remote Access Connection Manager and 3) Remote Access Auto Connection Manger. These services should be enabled in order to avoid the Error 711 in Windows 7.
1. Click Start button on the Taskbar.
2. Type Computer Management in the Search box.
3. Expand the following:
a. Services and Management
b. Services
4. Right click and enable the following services:
a. Telephony
b. Remote Access Connection Manager
c. Remote Access Auto Connection Manager
5. Close Computer Management.
Check Network Settings
Incorrect network settings may cause the Error 711 in Windows 7. Make sure that the network settings are properly adjusted.
1. Click Start | Control Panel.
2. Under the Network and Internet group, click View Network Settings and Tasks.
3. Click a connection in the new page. For example, Local Area Connection 1.
4. Click Properties.
5. Select Internet Protocol Version 4 (TCP/ IPv4) and click Properties.
6. Review the IP Address entered there. Note that your LAN IP Address must start from 192.168.1.x. You can ask your Internet Service Provider (ISP) the correct IP Address.
7. Click OK | OK | Close.

5. Close Registry Editor, and restart your computer.
