All staff working in licensed premises are required to understand licensing law and responsible serving practices, therefore it is essential to ensure that all employees undergo comprehensive licensing training to ensure they are fully aware of their responsibilities in serving alcohol.

The Licensing (Scotland) Act 2005 states that all staff who wish to sell or serve alcohol in licensed premises must have received at least 2 hours of training, prior to starting work, to ensure that they fully understand licensing law and responsible serving practices. The training specification has been set out by the Scottish Government, and covers a number of key areas that all staff must have covered prior to starting work.

One of the initial learning points required for staff in licensed premises is a broad understanding of the actual licensing laws, notably the licensing objectives. They also need to be aware of the functions of licensing boards and licensing standards officers, and what an operating plan is and its place in the licensing system.


It is also vital for bar and waiting staff, and staff working in off sales premises, to understand how the law protects children and young people in relation to alcohol, including what proof of age to accept, how the test purchasing scheme operates and what offences under that act relate to persons under the age of 18.

Staff training must also cover alcohol awareness, including an understanding of units of alcohol, and sensible drinking limits for males and females as recommended by the British Medical Association.

Drug awareness in the licensed industry is also a crucial area for staff to be trained in, in terms of what staff should be looking out for and how to report any suspicious behaviour.

Finally, it is prudent to ensure that all staff within a service environment are armed with customer service training and advice on dealing with conflict in the workplace and have been shown the best way to manage conflict situations in order to minimise any trouble that they encounter and protect themselves, fellow staff and the general public.
