A major goal of the Privacy Rule is to ensure that an individuals' health details is protected while allowing the exchange of health information required to provideand promote a high quality of health care and also to safeguard the public's health .

The Rule has tried to strike a balance that will permit the important uses of information and at the same time protect the privacy of health information of people who seek treatment and healing.

This is a summary of all the key elements of the Rule. The covered Entities who are regulated by this Rule are required to comply with all requirements. This rule covers all health plans, health care providers and clearing houses and anybody involving the exchange of health information of a particular patient in electronic form.

Each of these entities have been mentioned in details in the HHS website and have a particular definition Health plans include group as well as individual plans which pay the cost of medical care. Health plans include HMO s and insurers of Medicare and Medicaid and health, vision and dental drug insurers. However there are some exceptions like organizations having less than 50 employees is not a covered entity. In fact there are 2 kinds of programs funded by government which are not included under health plans.
