The code needs to be placed in the Header section of the website, so that the search engine can read it first.

The code above will direct all the traffic from the old.php to the new.php page, or html page.

This can be used to redirect from one domain to another, from one page to another, or from www.some-domain.com to some-domain.com or the reverse, as some search engines will see the www and non www URL as duplicate content.
