Billing is a particular minefield for any freelancer. Clients hire an individual because they think it will be more cost effective than hiring an agency. You will certainly be charging less per hour but it will take you longer to complete the job. Sometimes jobs take longer than expected so draw up a contingency plan for billing your client should you go over the agreed hours. Another mistake many freelancers make is waiting until the project is finished to bill the client. Bill as you finish particular work and this will ensure you have regular cash flow.
You may be working from home but freelancing still presents office issues for you to deal with. The problem is that when a company hires a
freelance web designer or
freelance graphic designer they treat the individual like a company employee even though they are not. Therefore you may be expected to be available anytime through the work day, fall in line with company procedure or take creative input from company employees. It is always best for any freelance individual to negotiate the terms of their working contract before the project begins.

Make it somewhere where you won't get distracted by family or housework and somewhere that has all the items you might need to carry on with your work. freelance web designer doesn't mean that you have the ability to do what you want you still need to make sure that you act in a professional manner that would be fit for any workplace.
Talk to local businesses, there will be many employers in your area who might have some work for you if you are prepared to get out there and promote yourself and your services. The main thing is to make sure that you enjoy yourself and remember why you decided to get out on your own freelancing. The more you enjoy it the harder you will work, the harder you work the more successful you will become and the more successful you are the more you will enjoy it.
