In the United States, the U.S. Department of Labor's Occupational Safety and Health Administration handles doling out the regulations on reflective vests and heat transfer reflective tape for clothing. These regulations are based on industries where work conditions pose a significant risk to workers, high risk environments or sites with hazardous work conditions. This is common in sites such as mining sites, airports, road construction sites and emergency response situations. The regulations are in place to create a standard for reflective vest designs and how heat transfer reflective tape is utilized. Those regulations are further broken down into sub-regulations regarding things like color and components.

The Color of Reflective Vests

Reflective vests carry their custom and unique design specifically to improve visibility, often in the sight of drivers, motorists or equipment handles working around one another. To achieve maximum visibility, regulations specific certain types of colors that should and must be used in various situations. The use of bright, highly visible colors in combination with reflective tape for clothing ensures that a wearer is visible no matter the light level. In the case of reflective garments, most are a bright selection of neon from orange and red to the more commonly seen yellow.

While fluorescent material can help improve daytime visibility, it provides little benefit once the sun begins to dip. Low light and zero visibility situations call for additional protection, which is why OSHA requires that all high visibility garments be outfitted with reflective components. This includes reflective tape for clothing as well as other reflective accessories. These reflective items help to send light back to their source during night time and low-light conditions, effectively creating 360 degrees of visibility no matter the light level.

According to standing regulations, not just any reflective tape on clothing will do. Reflective accessories or tape must be silver, yellow or orange (or some fluorescent variations of those colors). To maintain worker or wearer safety, the garment must provide visibility improvement up to a thousand feet. Most manufacturers aim for higher distance to compensate for deterioration of the reflective tape for clothing due to wear and tear.

Determining the Class

There are a variety of reflective vests by design and each of these designs serves a different level of visibility. This classification, based on Class 1, Class 2, or Class 3, is designated depending on the potential hazards and likelihood of injury on a job site.


Class 1 Garments - A class 1 garment with reflective tape on clothing is required when the duties of a worker puts them into traffic with vehicles or safety equipment operating under 25 miles an hour, such as a parking lot.

Class 2 Garments - A class 2 garment with reflective tape for clothing is required in professional work sites where the visibility of the worker is increasingly important, mainly when their job duties force their attention even partially away from surrounding traffic.

Class 3 Garments - Class 3 garments are worn by professionals, workers and volunteers in the most hazardous environments where injury potential is high. This includes any area where traffic exceeds 50mph, where weather seriously impairs visibility or a number of other factors present significant risk and danger.
