In the United States, the U.S. Department of Labor's Occupational Safety and Health Administration handles doling out the regulations on reflective vests and heat transfer reflective tape for clothing. These regulations are based on industries where work conditions pose a significant risk to workers, high risk environments or sites with hazardous work conditions. This is common in sites such as mining sites, airports, road construction sites and emergency response situations. The regulations are in place to create a standard for reflective vest designs and how heat transfer reflective tape is utilized. Those regulations are further broken down into sub-regulations regarding things like color and components.
The Color of Reflective Vests
Reflective vests carry their custom and unique design specifically to improve visibility, often in the sight of drivers, motorists or equipment handles working around one another. To achieve maximum visibility, regulations specific certain types of colors that should and must be used in various situations. The use of bright, highly visible colors in combination with reflective tape for clothing ensures that a wearer is visible no matter the light level. In the case of reflective garments, most are a bright selection of neon from orange and red to the more commonly seen yellow.
Heat Transfer Reflective Tape & Other Accessories
While fluorescent material is effective during the day, it doesn't provide much of an improvement for low light and nighttime periods. As such, OSHA requires that high visibility garments also be fitted with retro-reflective components, such as heat transfer reflective tape. This can also include reflective accessories such as zippers or plotting. When combines, the total sum can improve visibility in a 360 radius. According to regulation, these components need to be silver, yellow, orange or a fluorescent version of one of those colors. Determining the Class
There are a variety of reflective vests by design and each of these designs serves a different level of visibility. This classification, based on Class 1, Class 2, or Class 3, is designated depending on the potential hazards and likelihood of injury on a job site.
Class 1 Garments - A class 1 garment is required when employees operate near, but in direct line with, hazardous traffic, where that traffic is traveling under 25 miles per hour. This is most commonly experienced in parking lots, parking structures, subdivision streets, etc.
Class 2 Garments - A class 2 garment with reflective tape for clothing is required in professional work sites where the visibility of the worker is increasingly important, mainly when their job duties force their attention even partially away from surrounding traffic.
Class 3 Garments - Class 3 garments are required for the most dangerous of environments where hazards are even present, particular where those hazards could result in serious injury and death. This often includes situations where traffic exceeds 50 miles per hour. Commonly seen on road construction sites and with emergency response personnel.
