All necessary trade functions has to be authorized through a licensing system, which is implemented by the said governing office. Now, each member or rather known as a Party has a designated member or members in the Management Authority. Obviously the office is composed of different individuals from different that will do all the works in the licensing system. They will see to it that each party's provision in the level of protection of their respective Flora and Fauna will be strictly enforced.

However, there is another authority that helps the Management Authority. This is the Scientific Authority. The Scientific Authority works side by side with the other office to advice them on the effects of trade on the status of the Flora and Fauna. There should be the acquisition of the CITES permit with the import and export between involved countries to make the trade legal. It is always a must to check on the national laws because there are also some variations of needed requirements from one country to another.
