A Permanent Resident Card (PR) is a travel document issued to a Canadian permanent resident. It is the official proof of your status as a permanent resident in Canada and as such, this wallet sized plastic card is very important. As long as a resident holds a valid PR card they can enter and leave Canada as they wish.

In order to qualify for a Permanent Resident card the applicant must have spent at least two years of the past five years living in Canada. It does not matter how the two years is broken up and it does not have to be continuous but it must have occurred within the last five years.

Thus someone may have lived in another country or travelled extensively for three out of the last five years, but provided they can prove residency for at least two years they can apply for a Permanent Resident Card.


A current permanent resident receives a new card when their existing card expires. A new permanent resident receives their Permanent Resident Card automatically as part of their immigration procedure.

A permanent resident can apply for a new PR card when:

Their current PR Card has been damaged, lost or stolen.

If they have become a permanent resident and did not receive a PR Card as part of their immigration procedure. Prior to 28th June, 2002 PR cards were not automatically issued to new immigrants.

This latter group, those that had permanent resident status before June 2002 need to apply for their Permanent Resident Card by: Obtaining the application kit.Completing the application form.Attaching the required documents: your expired PC card, copies of your passport, photos and other identity documents as required.Prove their residency within Canada for two out of the last five years.Enclosing the required fee, currently C$50.Sending off them all off to the Citizenship and Immigration Canada (CIC).Most people will need to then attend the CIC to personally pick up their new Permanent Resident Card.Usually those that have not met the two years out of five criteria are expected to leave Canada immediately however they may make an appeal under Humanitarian and Compassionate grounds. They will need to explain by the extenuating circumstances why they were not able to meet the residency requirements. The immigration authorities, CIC, will then make a decision as to whether there are sufficient Humanitarian and Compassionate grounds to justify renewing the Permanent Residency Card even though the residency requirements have not been met.The Permanent Resident Card is a very powerful and useful document that should be automatically issued and renewed.
