Generally CCTV does not need to be able to pick up fine detail of what is going on and will be perfectly find picking up just the number of people in your shop and their general movements meaning it's fine if your cameras have a high up position over the top of the action. If something starts to go wrong then this will normally be very self evident and you don't need to see someone put your belongings in their pocket to know they're shifty. The other benefit of putting CCTV cameras up high is of course that it prevents the potential criminals from vandalising or steeling them. This will mean that the number you buy initially is hopefully the number you'll still have in a few years and is therefore a guaranteed way to need fewer CCV cameras.
If you have your camera in the top corner of a room then this will give you the best angle on all the action. Depending on your company things like resources as well as reasonable security threat you might then decide to get another camera in the opposite corner, but for most businesses one camera in the corner should suffice. One camera per room for small businesses then is a good general guide, whereas larger companies might benefit from having two in each area.
