The motability car scheme started in 1978 in response to an imbalance in car ownership and a lack of independence for disabled people
. Whilst most households had a car in the 1970's, many disabled people were at a disadvantage and dependant on other people for getting around. In 1976 the government introduced the Mobility Allowance to give assistance to disabled people with transport needs, whether they could drive or not. They also introduced a cash allowance instead of forcing particular vehicles on those with a disability. The government took it a step further in 1977 with the introduction of Motability which allowed disabled people to purchase a quality car from any participating manufacturer, fully insured and with breakdown assistance.
Motability is a charity so it can raise funds and make grants to help out those whose allowance would not cover the cost of a car and/or any special adaptations it would need. This scheme has really transformed the lives of many disabled people, giving them freedom and independence and the opportunity to do things which would otherwise be impossible, such as working full time, attending further education and simple everyday activities which require transport.
Today you are entitled to Motability if you are in receipt of the Higher Rate Mobility Component of the Disability Living Allowance or the War Pensioners' Mobility Supplement. Under the scheme you turn part of your allowance into a car of your choice without the need for waiting lists, credit checks or assessments. A popular way of receiving the car is to lease a car with Motability's contract hire agreement. This includes a wide choice of cars, insurance, servicing and maintenance and breakdown assistance. It also includes a 60,000 mileage allowance over three years, an annual tax disc and tyre and windscreen replacement. Adaptations can be made at no extra cost and you don't even have to drive yourself. Simply nominate up to two other drivers and if you want a third you just need to pay a little extra. At the end of the three year lease you simply transfer to another car.
Another option is to buy your own car, usually under a hire purchase agreement where you will need to negotiate a purchase price with the car dealer. It also means you are responsible for organising and paying for insurance, breakdown assistance, car tax, servicing and repairs. Another factor to consider if you want to purchase the car is that you will need to be in receipt of the allowance for the full length of your hire purchase agreement. Once you have chosen a car, a Motability specialist completes the order with you and you just need to visit the car dealership and bring your driving licence and the driving licence of any other named drivers, a letter of award entitlement and proof of address.
The motability scheme also includes scooters and powered wheelchairs. If you are unable to drive and would like to learn, Motability may be able to help with the cost of lessons if you are aged between 16 and 24. As Motability operates as a charity they do appreciate donations and fundraising events held on their behalf. This all helps to make a real difference in a disabled person's life.
