Step 1- Turn the Power & Water Off

Turn the power off to the water heater at the electrical box. It's best to leave a note at the box showing that you are working on the water heater so that it will not be turned on while you're working. Be sure you turn the water off at the ball valve located at the water heater. If you don't have one there, be sure to cut it off at the street. Be advised that this would be a good time to install a ball valve.

Step 2 Cut and Drain

Cut the inlet pipe, the cold side, about 4 to 5 inches up from the heater. Hook a hose pipe up to the drain inlet towards the bottom of the heater. Take a screwdriver and open the valve. Be sure to open completely so that the heater will drain quickly. Once the tank is empty, unhook the hose, and close the valve back.

Step 3 Insert the Cleaner & Wait

Use a funnel and insert a gallon of your selected CLR cleaner. Pour in moderation to prevent overflowing. Once the cleaner is in, allow 5 hours dissolve and deposits that are in the tank. Test neutralization of the cleaner by placing a plastic bag over the inlet pipe. If the bag inflates, the chemical is not neutralized. If it does not inflate, then the chemical is neutralized.

Step 4 Rinsing and Filling The Heater

Reconnect the inlet pipe. Once this is ready, cut the ball valve on and open the drain valve again. Allow water to run through the heater for several minutes. After that, close the drain valve and open a faucet. Let the water run through for a while. You will see bubbles coming out of the faucet. Run the water until you stop seeing the bubbles.

Step 5 Finishing Up

Open all the faucets on the hot side in your home. Allow them to run for several minutes. Once the water is free flowing, you can turn the faucets off. You can now turn the heater on. Give the heater about 45 minutes and you'll have a tank of hot water.
