The Human Resources system is designed as an auxiliary module to be installed in tandem with the 4gov Payroll/Personnel application
. HR provides a flexible repository of virtually an infinite range of data useful to todays human resource professionals.
4govs Human Resources system is designed to allow human resource professionals, who may have limited or no technical training, to customize the types of data needed and view/report the information in a variety of ways. As a starting point, 4gov has pre-defined much of the standard information into databases.

The HRMS application is composed of Folios, which are sets of information that you maintain about employees or applicants. To help you start, we have set-up some sample Folios.

Establish Folios as you need them, by organization or department with security, for your own specific needs. Once you have defined a Folio, you can add reports and inquiries to select and organize the information.
Application Functionality
The HR database begins with application information, and continues through interviews, and the hiring process. Hiring of a person initiates the personnel files and payroll data to be built from the applicant data. Any relevant training, testing, or career information can be entered, with the system tracking the events in the career of the individual. Information can be added and changed at any time, with proper security.
Events
A predetermined group of data elements has been designated for Event Logging within the major 4gov Payroll/Personnel databases. This includes such items as salary changes, position changes, leaves of absence, bargaining group data, benefit start dates, etc. There are 140 events that can be tracked automatically.

CDC Softwares 4gov solution contains a Fixed Asset Management System that provides for tracking the acquisition, depreciation, and retirement of a government's inventory of capital assets. Assets are maintained by a class that each agency defines; such as buildings, equipment, furniture & fixtures.
The system is fully compliant with the requirements set forth by the Federal Accounting Standards Board (FASB) and the Governmental Accounting Standards Board (GASB) including Statement 34. The system offers:
Information is maintained and available for inquiry and reports based on asset class, funding sources, function codes, insurer, acquisition code, retirement methods, and valuation methods.
New asset information will not be forgotten because the acquisition information is automatically transferred from the 4gov CAPPS system when the items are received.
General Ledger transactions are automatically created for acquisitions, retirements, and depreciation.
Selected mass maintenance functions may be performed according to asset class or location.
Depreciation may be calculated on individual assets or on asset classes.
Secure audit trail of changes to the Fixed Asset Master is maintained by date, time, and user initiating the change.
