Indira Gandhi National Open University has been promoting community colleges in the

rural areas of the country to make the education reach to people whom getting education is not possible as they are living in the distant areas. Community Colleges are an alternative system of education which aims to empower individuals through appropriate skill development leading to gainful employment in collaboration with the local industry and community. They offer the advantage of tailoring programs to local needs and state-based requirements by using approaches that will be most acceptable to workers in the given community. Community Colleges generally have a 2-year curriculum that either leads to an Associate Degree for transfer to an undergraduate college or to the students direct entry into any occupation or trade. These colleges are a source of economic growth because they provide an educated and skilled workforce that improves the quality of life for individual students, communities, and the nation.

An institution applying to IGNOU for registration as a Community College should be run by an educational agency/registered society/Trust or corporate body rooted in community-based activities. They must be credible institutions with a minimum period of five years of proven service and be located in the Community it seeks to serve. IGNOU has reached the top slot due to its high flexibility, number of courses in diverse fields, quality course material and holding its exams semester wise twice a year uninterrupted for the past 25 years.

The university began by offering two academic programs in 1987, i.e. Diploma in Management and Diploma in Distance Education, with strength of 4528 students. Today it serves the educational aspirations of over 3 lacs in India and 36 other countries through the 21 Schools of Studies and a network of 61 regional centers, around 60 overseas centers. The University offer about 350 certificate, diploma, degree and doctoral programs with a strength of around 420 faculty members and academic staff at the Headquarters and regional centers and about 36,000 academic counselors from conventional institutions of higher learning, professional organizations and industry among others.

As an inclusive institution, it is a part of IGNOU's mandate to reach the unreachable, the underprivileged and the differently-abled. It is for this reason that the University's educational and vocational programs are geared to ensure that people at the margins of our society are able to equip themselves with the knowledge and skills required to confidently join the mainstream. The normal Study Centers of the IGNOU provides admission for distance education programs like BCA, MCA, MBA, BA, B.COM., B.Ed., MA English, MA Hindi, MA Political Science, MA History, MA Public Administration, MA Sociology, M.Com., BJMC, BBA, PGDBM, Diploma in Primary Education, Early childhood care & education, B.LIB., B.Sc., Etc. but in the community Colleges the Diplomas & Certification courses related to vocational courses.
