Most of the people are in the misconception that they are not eligible for car insurance until they have a valid driving license with them. This can be specially the case with illegal immigrants who are unable to obtain a valid driving license. Mostly these drivers drive on roads without a valid driving license and car insurance! Almost all these drivers want to get covered under insurance policies, not only for their own sake but also for well being of others, but they are confused on the fact that whether they will get insured or not if they do not have a valid driving license.
In market there are a number of insurance companies which insure unlicensed drivers. Isn't it preferable to have an insured unlicensed driver then uninsured unlicensed driver? There are many laws against issuing a driving license to illegal immigrant but there is hardly or no law against insuring an unlicensed driver. This is pretty obvious that an unlicensed driver may not be that much mature in his driving skill as like the valid license holder. So they are more prone to accidents.
As expected premiums of car insurance policy would be higher for unlicensed drivers as compared to license holders. This may be a justification to insurance companies as they do not have records of unlicensed drivers on which they can rely as in case of licensed drivers. Few countries have setup point awarding system in which points are awarded to those who have valid license and had drive for many year without meeting any accident. Unlicensed driver means driver with no award points.
Main agenda is to get unlicensed drivers informed about vehicle insurance policies for them. Surplus amount of unlicensed drivers have no idea about insurance policies for them. This may occur because a large quantity of unlicensed drivers is constituted by illegal immigrants who don't even have their basic education with them. They basically have misconception in their mind that they will be departed back if they approach for insurance to any of the insurance company without a valid license. And they are ignorant of the fact that insurance companies have no right to prosecute or depart unlicensed drivers. What they want are the basic things like a valid identity proof and proof of residence which confirms driver's identity. Then the insurance companies will require other information for setting up premiums like type of car being driven, whether a car has efficient security system or not. These are some of the factors that help in setting up premiums.
