Regulations and Stipulations on the Windows
If you do not live in a conservation area or have an article 4 listed on your home, the minimum specifications on replacement windows are fairly straightforward. As long as the product is classified as WER band C (at a minimum) or has a U-value of 1.6 the upgrade is fine. Anything less than those specifications and the building department will not issue an approval.
Those in conservation spots and those with an article 4 for some reason will have to apply for planning permission and may have a few more hoops to jump through. The final products are likely the same, but the specifications need to be followed.

Find a certified and experienced installer by asking around in your neighbourhood and browsing through qualified and professional referral sites. Often the directory pages are just based on how much a company is willing to pay for an ad, whereas referral sites include a certain amount of accountability. Wherever you find the installer, be sure they will satisfy the regulations in order to obtain your planning permit.
Upgrading to double glazed windows is a wise move, but only when you follow the building regulations that apply. Choose windows that have been correctly designed and hire an approved installer for a more successful home improvement project.
