Do they have actual things that they are promoting or is it all about what you would get if you had the product? In other words, really take apart the sales letter and see what are they saying exactly. You will find that a lot of the pitch is hype and no substance.

Also, do not buy anything from these companies if they offer no money back guarantee. And even if they do, make sure they have a valid address. (You can check with USPS site) Make sure they have a valid telephone number. Call it and see what you get. If you only get an answering machine, don't buy the product. You can tell if they have customer service if they offer email or telephone support.

Even with all this in, you might get ripped off. But the chances are greater you will get an actual product if you follow my guidelines. Educational products with customer support is probably the best investment. Also, you might try some new products and software that come out if you think it might be worth the risk. Recently, I invested in a software tool for internet marketing. They do have fast customer service and I tried it. So far, so good.
