The principle states that if a given user pays for a certain level of Internet access, and another user pays for the same level of access, then the two users should be able to connect to each other at the subscribed level of access.

SO that being said what are the potential pitfalls for the average website owner in terms of search? Well the answer is that no one knows for sure, however if you think about a web where Google does everything possible to provide relevant search results for its users, then some websites can and will be judged by what level of hosting they can afford to purchase, thus turning the web into a biggest wallet wins playing field.

If you regulate bandwidth in such a way isnt it going to limit what some people are willing to produce? This lack of development would essentially put a CAP on the quality of the internet.

If you have to pay twice as much for p2p bandwidth it may make it unfeasible to develop better technology because it could end up being cost prohibitive. If providers are allowed to control bandwidth on a tiered level of service, only those who can afford more pipe will meet Googles demand for a fast website, essentially putting them on a less than level playing field.
