A 2011 survey of 6,000 small businesses in the 40 largest metro areas considered such factors as hiring, licensing, regulation and zoning. In addition to high rankings in those categories, Oklahoma City has a low cost of living and an economy buffered by oil and natural gas industries. Dallas-Fort Worth was second due to Texas' low taxes and tort reform law that helps shield businesses from lawsuits. As well as benefiting from those, third place San Antonio benefits from nearby military bases. In these 3 cities it's not "business as usual".

Arizona is the most entrepreneurial state. That was the finding of the 2011 Kauffman Index of Entrepreneurial Activity. Arizona's startup rate of 520/100,000 adults was attributed to low business and property taxes and low workers' compensation costs. Both Texas and California had startup rates of 440/100,000. Texas has no personal or corporate income taxes and California has Silicon Valley, Hollywood and long-time unemployeds starting businesses. Laid-off workers starting businesses was the primary reason for Colorado's startup rate of 420/100,000. Finally, Alaska - 410/100,000 - has low business taxes and no state income tax and sales tax. Nevertheless, Alaskan entrepreneurs could get "cold feet".

Honolulu is the most traffic-jammed city.
