As we know, as an official in government, then he has right in his hand, so, since he has right, he can make use of the right to make profits for himself. The officials who were in bribery and corruption will never care about this small amount of 5000 yuan. To gain 5000 yuan just like a piece of cake for them. We can learn the similar information from various TV report, broadcasting, magazines. It is not a fresh thing in people's life. We all have the same experience in hearing someone had sentenced for many years due to his bribery and corruption. People are used to taking up these things gradually which will arouse protest in the past. But nowadays, there are too many cases about corruption in our society, which made us at loose ends. In China, we always give money as a gift to people. So, we give this money to him, and he accepts it. This is very normal things, we don't enforce anybody, and both of us are voluntary. So, that is correct. So, country should set a limited for the "gift". If the "gift" of value beyond 5000RMB, that means receiver violate law. Yes, it's crime.
