What if a California-based judgment debtor seems to have transferred his luxury vehicle to his girlfriend to keep you from being able to get it levied. What if you know the vehicle's Vehicle Identification Number (VIN) and license plate? How can you get proof it was fraudulently transferred?

Web sites and companies like CARFAX, only list vehicle repair histories. Other websites, for example Google Maps, displays pictures of houses, and sometimes show cars in driveways or on the street, and occasionally judgment debtor's license plates can be read. Sometimes judgment debtors show their vehicles on Facebook, and occasionally one may see the license plates.

To get the history of the ownership for a vehicle, one needs to either pay a Private Investigator, or get a commercial requester account with your state's Department Of Motor Vehicles (DMV). DMV commercial requester account reports may also list the ownership of a judgment debtor's jet skis, boats, or recreational vehicles.


With any kind of DMV commercial requester account, one can order a license plate or VIN to learn the lien holders and registered vehicle owner. You can order a vehicle ownership report to see title transfers. One can run reports with your debtor's name, or something else, to see the vehicle-related assets registered to them.

Buying a commercial requester account from the DMV requires you to fill out their complicated signup form. At best, it takes several weeks for the DMV to approve an account. It could take months to get their rejection letter. DMV's basic account level (that doesn't show people's addresses) costs $50 and lasts for two years.

There's another DMV commercial requester account level that costs $250, to see residence addresses tied to VINs or driver licenses. The problem is, that for about a decade, in many states, that level is only available to professionals in law enforcement or government, insurance adjusters, etc.

PIs can only get PO Box or PMB addresses, and even then, only when they were given by the vehicle owner.

Any type of DMV report, just like most other types of private data, can't be shared with third-parties, unless they're holders of DMV commercial requester accounts. Private Investigators can disclose private DMV information with their clients, with appropriate safety checks.

As DMV applications are fairly complicated, many choose 3rd-party web-based services. These web sites help people complete DMV forms, and have a faster and better interface to order DMV record searches. Most reports cost a couple of dollars each. Some states have different required forms and laws, and such services keep updated with the laws. Examples of such web sites are RecordsResearch.com, imvrs.com, and DensPri.com.


For those who enforce judgments, when it comes to researching the judgment debtor, professional paid databases are much more useful than the DMV. One can look for traffic violations in the debtor's county. There, the addresses related to the judgment debtor's license plate and driver's license, is often available.

Before you attempt to get a debtor's car levied, make sure it's not leased, because leased vehicles usually do not belong to debtors, they are owned by to banks or some other entity.

Certain debtors form trusts, LLCs, or companies, that own vehicles and lease them to the debtors. Some debtors start, or are involved with leasing entities that have no purpose other than to own assets and thwart creditors. Their involved entity might lease property, vehicles, furniture, equipment, and computers to the judgment debtors. Sometimes the reverse happens, and judgment debtors lease their personal assets to companies related to them.
