. For static climatic conditions specific clothing might work well but for fluctuating climates, layered dog clothes would perhaps be the best choice.

Some countries are cool year round while some others are hot forever. Layered Dog Clothing Features
Layered dog clothing would usually have the following features.
First layer should be close to the skin and fur wicking away perspirations. Best material for the purpose would be wool. It should also be easy changing during travel.
Second layer of the clothing is meant for insulation from outside cold and maintenance of body temperature. While piles and polar fleece could be good choices, wool is always the best choice for this particular layer of the dog costumes. For extreme cold climates two instead of one layer can be used.
Second layer can also consist of fur and when two layers are used it would be good using one with fur facing outside and the other in reverse order with fur facing the skin.
Third layer would be the one that would offer protection from the wind. However, the problem is that more windproof the layer, the less breathable it would be. Gore-Tex would be a good choice.
Fourth and final layer is for extra insulation over and above the third layer. Usually parka clothing is used for the purpose since they are handy and also inexpensive.
For warm seasons, your dog will require only one layer dog clothes.
